Into the Unknown

The world has never seen populationageing before. Can it cope?

[A] Until the early 1990snobody much thought about whole populations getting older. The UNhad the foresight to convene a“world assembly on ageing” back in 1982, but that came and went. By1994 the World Bank had noticed that something big was happening.In a report entitled “Averting the Old Age Crisis”, it argued thatpension arrangements in most countries wereunsustainable.

[B] For the next ten yearsa succession of books, mainly by Americans, sounded the alarm. Theyhad titles like Young vsOld, Gray Dawn and TheComing Generational Storm, and their message was blunt: health-care systems were heading for therocks, pensioners were taking young people to the cleaners, andsoon there would be intergenerational warfare.

[C] Since then the debatehas become less emotional, not least because a lot more is knownabout the subject. Books, conferences and research papers havemultiplied. International organizations such as the OECD and the EUissue regular reports. Population ageing is on every agenda, fromG8 economic conferences to NATO summits. The World Economic Forumplans to consider the future of pensions and health care at itsprestigious Davos conference earlynext year. The media, including this newspaper, are giving thesubject extensive coverage.

[D] Whether all thatattention has translated into sufficient action is anotherquestion. Governments in rich countries now accept that theirpension and health-care promises will soon become unaffordable, andmany of them have embarked on reforms, but so far only timidly.That is not surprising: politicians with an eye on the nextelection will hardly rush to introduce unpopular measures that maynot bear fruit for years, perhaps decades.

[E] The outline of thechanges needed is clear. To avoid fiscal (财政的)meltdown, public pensions and health-care provision will have to bereined back severely and taxes may have to go up. By far the mosteffective method to restrain pension spending is to give people theopportunity to work longer, because it increases tax revenues andreduces spending on pensions at the same time. It may even keepthem alive longer. John Rother, the AARP’s head of policy andstrategy, points to studies showing that other things being equal,people who remain at work have lower death rates than their retiredpeers.

[F] Younger people todaymostly accept that they will have to work for longer and that theirpensions will be less generous. Employers still need to bepersuaded that older workers are worth holding on to. That may bebecause they have had plenty of younger ones to choose from, partlythanks to the post-war baby-boom and partly because over the pastfew decades many more women have entered the labour force,increasing employers’ choice. But the reservoir of women able andwilling to take up paid work is running low, and the baby-boomersare going grey.

[G] In many countriesimmigrants have been filling such gaps in the labour force as havealready emerged (and remember that the real shortage is stillaround ten years off). Immigration in the developed world is thehighest it has ever been, and it is making a useful difference. Instill-fertile America it currently accounts for about 40% of totalpopulation growth, and in fast-ageing Western Europe for about90%.

[H] On the face of it, itseems the perfect solution. Many developing countries have lots ofyoung people in need of jobs; many rich countries need helpinghands that will boost tax revenues and keep up economic growth. Butover the next few decades labour forces in rich countries are setto shrink so much that inflows of immigrants would have to increaseenormously to compensate: to atleast twice their current size in western Europe’s most youthfulcountries, and three times in the older ones. Japan would need alarge multiple of the few immigrants it has at present. Publicopinion polls show that people in most rich countries already thinkthat immigration is too high. Further big increases would bepolitically unfeasible.

[I] To tackle the problemof ageing populations at its root, “old” countries would have torejuvenate(使年轻)themselves by having more of their own children. A number of themhave tried, some more successfully than others. But it is not asimple matter of offering financial incentives or providing morechild care. Modern urban life in rich countries is not well adaptedto large families. Women find it hardto combine family and career. They often compromise byhaving just one child.

[J] And if fertility inageing countries does not pick up? It will not be the end of theworld, at least not for quite a while yet, but the world willslowly become a different place. Older societies may be lessinnovative and more strongly disinclined to take risks than youngerones. By 2025 at the latest, about half the voters in America andmost of those in western European countries will be over 50—andolder people turn out to vote in much greater number than youngerones. Academic studies have found no evidence so far that oldervoters have used their power at the ballot box to push for policiesthat specifically benefit them, though if in future there are manymore of them they might start doing so.

[K] Nor is there any signof the intergenerational warfare predicted in the 1990s. After all,older people themselves mostly have families. In a recent study ofparents and grown-up children in 11 European countries, KarstenHank of Mannheim University found that 85% of them lived within25km of each other and the majority of them were in touch at leastonce a week.

[L] Even so, the shift inthe centre of gravity to older age groups is bound to have aprofound effect on societies, not just economically and politicallybut in all sorts of other ways too. Richard Jackson and Neil Howeof America’s CSIS, in a thoughtful book called The Graying of the Great Powers,argue that, among other things, the ageing of the developedcountries will have a number of serious securityimplications.

[M] For example, theshortage of young adults is likely to make countries more reluctantto commit the few they have to military service. In the decades to2050, America will find itself playing an ever-increasing role inthe developed world’s defence effort. Because America’s populationwill still be growing when that of most other developed countriesis shrinking, America will be the only developed country that stillmatters geopolitically(地缘政治上).

[N] There is little thatcan be done to stop population ageing, so the world will have tolive with it. But some of the consequences can be alleviated. Manyexperts now believe that given the right policies, the effects,though grave; need not be catastrophic. Most countries have recognisedthe need to do something and are beginning to act.

[O] But even then there isno guarantee that their efforts will work. What is happening now ishistorically unprecedented. Ronald Lee, director of the Centre onthe Economics and Demography of Ageing at the University ofCalifornia, Berkeley, puts it briefly and clearly: “We don’t reallyknow what population ageing will be like; because nobody has doneit yet.”

No womancan be too rich or too thin. This saying often attributed to thelate Duchess (公爵夫)of Windsor embodies much of the odd spirit of our times. Being thinis deemed as such a virtue.

The problemwith such a view is that some people actually attempt to live byit. I myself have fantasies of slipping into narrow designerclothes. Consequently, I have been on a diet for the better— or worse — part of my life. Being richwouldn’t be bad either, but that won’t happen unless an unknownrelative dies suddenly in some distant land, leaving me millions ofdollars.

Where didwe go off the track? When did eating butter become a sin, and alittle bit of extra flesh unappealing, if not repellent? Allreligions have certain days when people refrain from eating, andexcessive eating is one of Christianity’s seven deadly sins.However, until quite recently, most people had a problem gettingenough to eat. In some religious groups, wealth was a symbol ofprobable salvation and high morals, and fatness a sign of wealthand well-being.

Today theopposite is true. We have shifted to thinness as our new mark ofvirtue. The result is that being fat — or even only somewhatoverweight — is bad because it implies alack of moral strength.

Ourobsession (迷恋)with thinness is also fueled by health concerns. It is true that inthis country we have more overweight people than ever before, andthat, in many cases, being overweight correlates with an increasedrisk of heart and blood vessel disease. These diseases, however,may have as much to do with our way of life and our high-fat dietsas with excess weight. And the associated risk of cancer in thedigestive system may be more of a dietary problem— too much fat and a lack offiber — than a weightproblem.

The realconcern, then, is not that we weigh too much, but that we neitherexercise enough nor eat well. Exercise is necessary for strongbones and both heart and lung health. A balanced diet without a lotof fat can also help the body avoid many diseases. We should surelystop paying so much attention to weight. Simply being thin is notenough. It is actually hazardous if those who get (or already are)thin think they are automatically healthy and thus free from payingattention to their overall life-style. Thinness can be purevainglory (虚荣).

If youintend using humor in your talk to make people smile, you must knowhow to identify shared experiences and problems. Your humor must berelevant to the audience and should help to show them that you areone of them or that you understand their situation and are insympathy with their point of view. If you arepart of the group which you are addressing, you will be in aposition to know the experiences and problems which are common toall of you and it’ll be appropriate for you to make a passingremark about the inedible canteen food or the chairman’s notoriousbad taste in ties. With other audiences you mustn’t attempt to cutin with humor as they will resent an outsider making disparagingremarks about their canteen or their chairman. You will be on saferground if you stick to scapegoats like the Post Office or thetelephone system.

If you feelawkward being humorous, you must practice so that it becomes morenatural. Include a few casual and apparently off-the-cuff remarkswhich you can deliver in a relaxed and unforced manner. Often it’sthe delivery which causes the audience to smile, so speak slowlyand remember that a raised eyebrow or an unbelieving look may helpto show that you are making a light-hearted remark.

Look forthe humor. It often comes from the unexpected. A twist on afamiliar quote “If at first you don’t succeed, give up” or a playon words or on a situation. Search for exaggeration andunderstatements. Look at your talk and pick out a few words orsentences which you can turn about and inject withhumor.
